Governance:
As in any other coastal villages in this region, the governance of Thoothoor parish is formalized with the help of a committee. This committee contains people elected by people of Thoothoor once in a span. This committee will function under the guidance of parish priest who is appointed by the bishop of Trivandrum diocese. The parish priest is given the supreme rights in case of differences.

According to V.Vivekanandan, Chief Executive of South Indian Federation of Fishermen Societies, "It needs to be understood that, with the exception of the Thoothoor fishermen, India does not have the skill to tap the resources beyond the continental shelf, unlike the Sri Lankans". This statement clearly shows where Thoothoor stands.
